Only when people are idiots.
Lightning grenades are good, don't get me wrong, but they don't 1 shot - they bring people low, and if those people don't move it will kill.

Honestly, I'd put long burning firebolts, changing arc bolts, and tripmines above lightning grenades too. And in some situations, suppressor grenades. But fusion grenades that heal probably trump them all.
