Just like "nightfall" level rewards from tier 3 court of Oryx completions, and "nightfall" level rewards for completing the [i]weekly[/i] crucible bounty that shows up after completing the regular bouties... Yeah, ok.

You get access to them by finishing the long crucible quest line!

The weekly crucible bounties have given me three year 2 exotic weapons so far! Court of oryx is too easy to warrant exotic drops tho :-/
