Xur sells legacy engrams, when he's selling special weapons engrams, buy them and try to get it. Supposedly, they're weights to give you the ones that you don't already have.

I heard that you can get those weapons from year one end game stuff now

I don't think they drop anymore.

All of the year one exotics can drop from completing the year one raids.
