I got mine from a Titan subclass quest. Not the new one, one of the older ones. I'm not sure if it's the same for all the classes though

Unfortunately there isnt any secret way to obtain them. You cant buy them (yet, maybe they will add it to a vendor later) zo for now you just gotta grind strikes etc and hope for class item engrams which can turn into an artifact.
