Terraforming and giving it an atmosphere and such doesn't change the mass of the planet though...

It still changed the gravity somehow. If a moon-sized ball made of lead, neutronium, and electroweak matter can stay suspended in the air over a planet that weighs less than it does, I'd say it could change the gravity of the moon
