Is the Vanguard obliged to spend public funds maintaining/upgrading infrastructure that got trashed during the Collapse?

If they are aware that we will be confined to a pre-determined area, shouldn't they invest some money into those areas to ensure their hard-trained, resurrected guardians who hold the only hope for the future of humanity?

But would such an expenditure qualify as simply a reasonable investment designed to protect valuable assets or a tacit admission that belief in the Traveler's future ability to protect us is misplaced?
