It's annoying. Not cruel. Just boot him right off the bat. Then he can go annoy somebody else, you might get a better teammate, and you don't look like a jerk.

He looks like the jerk who didn't do anything every round. He has time to send a message about joining clan, but not why he's not moving? All circumstantial.
