So if I save up faction packages before the taken king, and open then when TTK comes out will they be guarantied legendaries, or will it be stuff from the pre-TTK?

Can I level the factions up to just before they go to the next level so when TTK comes out I can quickly level each one up with turning In a single bounty and get the package or will the faction reputation reset?

Yes that will work because the engrams that drop, you will have earned under the new expansion
