Or just give people who play crucible a chance at rewards like the nightfall has.

I thought even the PvP players did the nightfalls. Most of them can be soloed.

Exactly, it's giving everyone another option, you're not being forced into anything, just some extra incentive. And there's a reason to play crucible besides trying to get frustrated, or IB, which are pretty much the same.
