For clarity, The nightfall tier reward isn't for just a weekly bounty.
You need to complete FIVE Crucible related bounties from Shaxx, which will complete the 6th bounty that has a loot table similar to nightfall.

Or nothing. It is a specific bounty from Lord Shaxx. The goal of that bounty is to complete 5 of his other bounties.

I thought even the PvP players did the nightfalls. Most of them can be soloed.

Exactly, it's giving everyone another option, you're not being forced into anything, just some extra incentive. And there's a reason to play crucible besides trying to get frustrated, or IB, which are pretty much the same.
