What does "you can pick what weapon you want to show in the tower"?

The weapon on your back in tower/reef

You'll get to choose what weapon appears on your character while you are in the tower, rather than it just being randomly chosen from your primary or secondary.

I'm guessing it means that when you are in the tower you can select whether your primary, special, or heavy weapon is on your back
