It won't compete with games such as- The Witcher 3 MGS V Fallout 4 That's really what it comes down to when talking GoTY, and as of now, Fallout 4 is most likely to win.

Those are completely different games. It can't compete against something that is meant to have a well developed story or open world.

We will have to wait. I doubt it will as the Black Ops games were both good imho.
