Both is certainly a possibility. We won't know until early 2016 though.

The background appears to be a forerunner structure, but it's so dark it could a military base the covenant long ago. If this is after the human covenant war do you think they will encounter friendly elites?

It looks UNSC to me. Dunno when the Forerunners made dark grey metal with grates on it.
