I notice when running around the Tower that they light up blue when going down stairs.

Yeah they look super cool when you shoulder-charge mid-air. These arc blades pop out of them. Try picking up a scorch cannon and using them so you can see it in third-person.

Light up blue when the Titan SC is charged.

This was when I was running as Defender (no shoulder charge possible). They still light up when you have speed built up, apparently.
