He's an unknown legend.
Seriously though, he's one of the Earth Patrol VIP missions. You can get either the Servitor, Vandal or Karrhis. The first two are boring lame same old crap, Karrhis is a level 4 archon that comes out of the hole in the wall in the Breach.
