Has bungie ever banned somebody for having a constant red bar? If not, the feature is pointless. It's only use is giving the reporter a sense of control/justice, which is why I report every single red bar that gets an unfair kill.

Not sure. I actually tried last night and was shocked to see so many green bars until my last two games. Invincible players no damage taken red bar hard. Two of them. I reported them but they lost so meh!
