Can someone seriously justify the Black Hammer nerf?

I really don't see why this is getting nerfed at all. Who can convince me? It makes no sense...

What other sniper can you hit 18 shots without reloading, None. It will still out DPS ANY sniper. I agree with the nerf 100% because Black Hammer is currently acting like an Exotic.
