Exotics are exotics because of a perk not damage. Ice breaker is exotic only because it has unlimited ammo. Blackhammer can still run out of ammo assuming you miss shots. Ice breaker can not ever run out of ammo and instead will just regenerate ammo as black hammer won't without criticals.
