I'm pretty sure we both read the same article. Bungie says it kills a boss faster than Ice Breaker. Ice Breaker is the ultimate sniper and now it will never be surpassed. Blackhammer users were spoiled by not having any wait time

Then it should've been changed to an exotic. That would've been a "nerf" but a fine one
