Well, it's no longer a two shot- but the dot is small. It stacks up to 5 times so it's more viable for PvE. I think it's a great change.

Only lowered by 1/3 to should mean 5 per tick if that stacks you are taking double that hope im wrong but that would still be able to 2 shot.
