Not really. There are stories that you could tell with characters that the fans will like. Odst and reach didn't have the master chief in them yet the games were liked many fans.

i still think that the first game 343 shouldve made was a game that did not star the master chief. This would've given them a better understanding about how the community would react to them

They did just that in a way. They worked on Halo Reach with Bungie before they took over the franchise.
