Was FERO a ruse invented by ONI to get Benjamin in the right places to be able to frame him? What about Mshak?

But even Petra thought she'd been duped by ONI once before, since she was the one who gave Benjamin the location of the abandoned ONI facility on the glassed planet. And since FERO's escape with Ben from his apartment appeared to be all caught on video, I found it convenient how she showed up to save him and how she toured a couple of agents. Isn't it possible that FERO meeting Petra was all part of the ruse, further solidifying her as an actual anti-ONI activist?

I made that assumption from when Petra finds out FERO's going to get involved, and how she acts seems to indicate she's very familiar with who FERO is and what her involvement could mean.
