So, I'm a level 7 in vanguard for my warlock. I've done multiple bounties and for some reason the reputation is stuck at 2474/2500. Does anyone know how to fix this?

Class items equip for a faction won't allow you to earn both.

Faction items don't even unlock until you're level 20... So don't try to help if you don't know what you're talking about

Lvl 7 in vanguard..... That means he ranked Vanguard up 7 times.......... Vanguard not. Character level.
