Why do the homework mans in the Corbulo academy not know about elites and the covenant because I thought Harvestt was first contact

When the Harvest was destroyed by the Covenant, first contact and its details was privy information. General Black did know about the Covenant, which is why you see him bolstering CAMS' defenses and security in the background throughout the movie.
