As for the second one, could what doctor Halsey said about Spartans being our destiny as a species, could that have been foreshadowing to humans becoming stronger all together like Spartans? Not that she knew this specifically.
It's a really jumbled thought but I hope you know what I'm asking.

Yes. She means that humanity will get to a point where we're all biologically enhanced, and outfitted with self supporting armor suits. Almost identical to the Forerunners really.
