They locked the narrative ending to four games behind all the Riddler collectables. All 250 or so of them. You can't see the ending unless you do all the Riddler stuff.
What the -blam!- was Rocksteady smoking? Genius decision.

Just fly around in detective mode and look for a giant freaking bat.

He's always found last on Founder's Island, after you can get the Batmobile onto there, if that helps. But honestly, Riddler was painstaking.
