They took into account every aspect of each characters powers and weaknesses, and you also have to take into account that there are more renditions of superman then there are dragonball z/goku, so they had to work with what they were given. They also wouldn't have wasted all that time actually using maths to figure out a numerical description of their power, only to be biased towards superman.
