He's talking about guns that either came with final round already or og Spears that can be rolled for final round. If you roll a post HoW spear it can not get final round. Yet if I re roll my spear, I can get final round.

Rolled final round on my spear after HoW came out. I'm talking only iron banner weapons here. You roll what was available at the time, at the time I got my spear you could get final round on a sniper so when I roll my spear final round will always be there. Same with old feltwinters, you can still roll hammer forged on it.

If you got the spear before HoW released then yes you can still roll final round on it. This is the second iron banner during the HoW Era.
