Why would arc burn be affected with shoulder charge... It's not an arc attack it's kinetic

It is arc when you hit a captain his shields go down (I main a titan)

I'm pretty sure shoulder charge does deal arc damage.

I used to think the same thing until a couple of weeks a go, but no shoulder does actually deal arc damage, its been thoroughly tested and on YouTube.
