Actually, 200 million on Earth. But that's due to extensive evacuations and heavy casualties. Earth's population is back in the billions now.

oh, i thought the total human population was at 600 million at the end of halo 3, if earths population is back in the billions then that sure happened fast

Colonies overcrowded with refugees, and other offset populations due to the war, were used to repopulate Earth. I'd assume the majority of which were those who were evacuated from Earth in the first place.
