And if you read all the leaked info, you would see that nothing was pulled from House Of Wolves.
The raid from HOW was ALWAYS Prison Of Elders. POE was originally called "Reef Raid" and then "The Arena" in leaked or datamined info.
What they changed was they decided to stop referring to it as a Raid, and started calling it something more honest.
