Your wrong, when I pre ordered the HoW the description clearly said it included a raid

There was a picture that was data mined that said that bungie never posted anything themselves about a raid.

The Bungie marketing for the original season pass actually did specifically state a new raid, but it also stated that the content was subject to change, so it was never promised, but it did state raid.
