Ghallarhorn is in the game, yet not everyone has it. Along with the vex and nechrochasm and a few other elusive weapons. Just because it is in a game you paid for doesn't mean you DESERVE IT. You paid for the expansion and the CHANCE to get great loot from it. You don't beat it you don't get rewarded simple as that.
