Yes, there is the possibility that more Forerunners survived in a similar way to how the Didact did. There's also the Forerunners that went on the Great Journey.

I think a confrontation between mendicant bias and the last forerunners would be epic

The Forerunners who survived Halo and went on the Great Journey held a trial for Mendicant Bias' crimes against the Forerunners. He was sentenced to entombment on the Ark with his processes locked on a single thought: atonement. And based on his actions prior to the Covenant, and his messages to Chief, he's no longer a threat to the Forerunners or galaxy.

I know he's not a threat, what I meant by that is I want to see him meet up with the surviving forerunners at some point
