Yup, it's really unique with the hunger insignia on the back.

How'd do you get it?

You have to decrypt blue engrams on a lvl 10 hunter. When you do you can get the frumious cloak and the cloak of perception. I have both.

Is it guaranteed?

Not too sure. I got it on my first try but you should be able to get it. Luckily you have a brand new hunter so bring it to lvl 10.
