I don't understand this kind of approach.
How about this approach instead: "Bring back pre-HoW weapons for everyone to purchase, and make the vendors cycle their inventories so that every DLC expands the weapon inventory instead of replacing it"?

Bungie's approach is to clearly balance weapons more by nerfing the perks of the newest guns. I'm making a proposal that is simple to do, as well as abide by their wishes.
