Only if you get ones that are high in calories or really packed with sugar. If you get a clean protein shake that has most of it's grams from just the protein, anyone can drink them and get the benefits of a higher protein intake.

You can have protein shakes if you don't work out. You just need enough for the day and works as a good supplement. This who workout OR live an active lifestyle requires more.
Whey Protein as an Isolate works best, but not much can be taken.
Sugars are important and if you have a protein shake with a crap ton of sugars, its not really a protein shake.
Calories are also important. Protein shakes give you calories for a reason.
It's the moderation of calories (either a deficit or surplus) that makes a difference.
