Wouldn't the best be good in all parts of the game not just in one aspect of the game?

It's impossible to judge skill in PvE until you are actually in the game with the person. Typically good pvp players have naturally faster reflexes

True but skirmish is not the only pvp version. As he stated, skirmish is implied.
