Agreed. I have a friend who just hit 27. Only bought the game a couple of weeks ago. He's almost ready to run the vault (not quite yet) and I'm afraid these are the kinds of idiots we will be up against when trying to find a group to run with.

Raid newbies are fine in normal raids because mistakes can be undone. You can be revived if you die. Inexperienced players in hard raids are different.
