1. Somewhat correct. Moa was actually a pretty common before the destruction of Reach. It only costed a few credits to buy a Moa Burger. After the Fall of Reach, the Moa population plummeted to near extinction levels, meaning that the prices for it skyrocketed.

I'm going to guess that before the Great Schism elites used to retreat from battle and thus separate, so the combat harnesses were to keep them together and not break apart and run away, similar to the tactics of the Mongols(?)
