I've been using final shine since day one and if you have enough ki bars you can one shot bosses.

Final shine came out for created characters with the dlc on ssj4 vegeta had it before dlc

New as in new ultimate for your created character and depending on your stats I've got a high ki blast plus added by armor if it's a full hit its a 32 hit combo off of one use alone
