Can confirm it being a one-shot to Oracles on Hard Mode, but you need to shoot them the moment they spawn with it in order for it to do so.

So ya say u got to start charging it before oracle has spawn? Really good to know, since itherwise it aint 1 hit kill even with damage bonus perk..
