Have you played halo 1-3? They have active camo power ups, and their origin has never been stated. But I think it's safe to assume, due to their color and design, that they are not covenant.

Halo 4 you get your first one from killing a elite. Your argument is invalid.

Okay, so I state again, in Halo 1-3 you can pick active camo up in all of those games. If you really want to bring Halo 4 into this, the first elite you encounter in Halo 4(outside of the scripted elevator encounter) is suppose to be killed with a knife(assassination). God you're silly.
