Not really, still almost never yields any legendaries in his packages.

That's true. And it seems like it takes more engrams to even level him up now.

It actually does. They turned down the rep that you get for decrypting engrams and were SUPPOSE to make his packages drop more purps.... But they don't :/ so we got screwed on that one.
