I don't completely know about balancing, but basic rules:
No 1 shot kills at any range w/o precision damage.
No overpowered abilities (Ill be the judge of that)
No other rules noted

My Humble Opinion
Excuse Me Sir, May I Speak?
Exotic Sniper Rifle
Primary Weapon
Possesses No Scope (Not a noscoping gun)
Precision damage is lowered to slightly better than scout rifle (x2.5 instead of x10 or whatever snipers get)
Has small iron sights, akin to a hand cannon, but a little more archaic, and slightly larger
Has a mid length 9 shot magazine (also aesthetically on the bottom)
First Perk: Luck in the chamber
Exotic Perk: Humbling Opinion (Precision hits overpenetrate, Precision kills make the target explode and increase reload speed, as well as granting a damage bonus)
Bolt Action Sniper, Increased Reload time and you have to unscope to reload between shots (Happens automatically)
1st option set(Normally scopes, but this has no scope)

Held with two hands in front of you like a minigun, does massive amount of damage but has long charge time. Perks could be chain lightning, over penetrate, splash damage, etc. This is something I would love to see.

*We all have one to bear* Crossbow. Perks - Extended clip, Explosive rounds & homing ability (only on targets that emit large enough heat signature i.e. majors etc)

One lucky shot Sniper Rifle Basically it will be a sniper rifle that gains bullets over time similar to the ice breaker but it will only have one bullet in the chamber, the sniper rifle will shoot similar to a fusion rifle, so itll have a recharge before every shot. Similar to a fallen sniper rifle. Can be any elemental damage and can cause considerable damage once it hits critical.

Name- Spuds in your face Quote-'Not your grandma's cooking' Weapon class- heavy Description- 5 ft long piece of 5 in pvc pipe painted bright pink with white pokadots. At the base is a harness to hold it easily and to easily fire the electric ignition. 1 bullet magazine. Super long reload time. Huge impact with 0 blast radius. Can hold 6 rounds total. When fired 'spuds in your face' will launch a baked potato with all the fixings at your desired target. Causes 0 kinetic damage. All damage is dealt in hilaroty. If launched at a group of enemies, the enemy that gets hit will get knocked on his butt and those around him will die of laughter for 3-5 seconds. The enemy that got hit will then get up and start attacking those that laughed at him getting spuds in the face.

Trifecta - fusion rifles "Not one, not two, but three?!....yes " First perk- shoots an extra 3 fusion bullets in each burst. Second perk- shoots all 3 types of damage(void,arc,solar) before this perk shoots kinetic damage. First skill tree- optical zooms 2nd- extended mag, faster charge up, and perfect balance
