The new raid will be level 28. Which means you can get the new raid gear (which can get you to level 32) from that at level 28 and possibly 27 if you're good enough. Exotics will be able to be upgraded further to match the light level of the new raid gear in order to keep them a viable option to replace part of the raid gear.

No you should be able to level up at any level not just 30 you just have to play and upgrade to get to lv 32 :)
