Because it's only a five minute process to make a masked Skype call. "Too much time on their hands" isn't the phrase to use here

You would think but it doesn't. All you do is piggy back through a Skype server in another country. They can't trace internationally without warrants and cooperation from the country the server was based in.

How does that make a phone call (not Skype) be traced to a house (not country)
