It just says the deep black, it doesn't say anything about multiple places.

It is referencing that the Awoken returned to Earth from Deep Space seeking the rumored refuge which is the Last City constructed beneath the Traveler. It is likely that not every Awoken returned to Earth or could even make it that far and was forced to settle elsewhere.

Still doesn't change the fact that they became Awoken after leaving Earth and traveling to deep space. There shouldn't be Awoken Guardians resurrected on Earth, as the Guardians we play as died [i]on Earth[/i] during the Golden Age or Collapse.
