        Don't know about psychedelic, but you should check out Jon Hopkins, Bonobo and Aphex Twin. Also, it's not exactly electronic, but Boards of Canada and Portishead are pretty chill.

          Here's some albums that may fit your bill. [b]Bushes and Marshmallows by C418[/b] Really odd sampling, ambience, and repetition strewn about. [b]Music Has the Right To Children by Boards of Canada[/b] IDM with droning beats and odd samples. [b]Selected Ambient Works by Aphex Twin[/b] Pretty ambient stuff [b]Endtroducing.... by DJ Shadow[/b] Fantastically beautiful trip hop with jittery vocal samples here and there [b]Lift Your Skinny Fists Like Antennas To Heaven by Godspeed You! Black Emperor[/b] It's technically Progressive Post-Rock but it has amazing ambient sections with emotive vocal samples that slowly turn into heavy instrumentation that's very energetic. This album is quite a commitment to listen to so be sure you're ready to bathe in audio limbo before you jump in. No links now but maybe later.
