So aside from the visual bug, someone had posted that if you have too many uncompleted exotic catalysts then no more will drop. I went and completed 4 and only had two remaining. I played a vanguard ops mission and suddenly an exotic payout dropped. I completed it and what do you know the wavesplitter catalyst dropped. Keep in mind I haven’t gotten an exotic payout in over a month so I think it’s true that if you have too many uncompleted catalysts you need to complete most to get another to drop.
